Additionally, the Fire Chief collaborates with other departments, manages budgets, and represents the Fire Department in various forums. The Chief serves as the face of the City during emergency scenes and works closely with other agencies. Pursuant to Section 62.13(3), Wis. Stats., the Police and Fire Commission shall appoint the Chief of the Fire Department.

Essential Duties & Responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES • Develops and implements policies, procedures, and regulations governing all aspects of departmental operations. Ensures alignment with local, state, and federal guidelines. Rules, regulations, and standard operating guidelines promulgated by the Fire Chief shall be approved by the Commission before becoming effective. This shall include operational procedures, policies, and job descriptions for all personnel. The City Administrator, before submission to the City Council, shall review all such documents. All members of the Department shall be provided with access to all such rules, regulations and Standard Operating Guidelines once they become effective. • Enforces Wisconsin Statues, the Wisconsin Administrative Code, Department Operating Guidelines and the City Code in matters relating to fire prevention, code enforcement, public education and fire suppression within the city and towns served. • Formulates, executes, and evaluates both short-term and long-range goals and objectives for the Fire Department. Drives continuous improvement by assessing performance metrics and adjusting strategies as needed. • Organizes, leads, and facilitates the functioning of the Fire Department. Ensures efficient deployment of resources during emergency scene operations and effective incident management. • Prepares and reviews bid specifications and coordinates the purchase of department vehicles and equipment. • Except where properly delegated to a subordinate, the Fire Chief shall be the custodian of all official records of the Fire Department. Such records shall include, at a minimum, those required by the Mayor, City Administrator, City Council, City ordinances, and the statutes of the State of Wisconsin. • Manages payment requests and departmental budget. Reviews and approves departmental purchases while maintaining high standards of quality and cost-effectiveness. Page 1 of 6 • Participates in the selection and promotion of department employees. Advises and directs subordinates in the performance of their duties. • The Chief shall have the power to suspend, demote or terminate any officer or member of the Department for just cause. • Ensures the department fosters a respectful and supportive atmosphere for all personnel, promoting effective communication and teamwork. • Ensures state-mandated training and educational requirements are met by department personnel. Prepares and reviews performance evaluations. • Directs and actively participates in firefighting and emergency rescue activities. • In accordance with the standard operating guidelines of the Department, the Fire Chief or the Chief's designee shall attend all fires in the City, towns served and elsewhere when the Department has responded to render mutual aid to another department. If the Fire Chief or the Chief's designee is unavailable, the highest-ranking officer of the Department in attendance shall have the same powers and duties as the Chief. • In accordance with the standard operating guidelines of the Department, the Fire Chief or the Chief's designee shall attend rescue calls to which the Fire Department is called. In the absence of the Fire Chief or the Chief's designee, the highest-ranking officer in attendance shall have the same powers and duties as the Chief. • The Chief shall submit such written reports to the Mayor, City Administrator, City Council, and Fire Advisory Board on a monthly and quarterly basis. An annual report for the calendar year ending on December 31 shall be submitted no later than the first of April each year. This report shall detail the condition of all apparatus and equipment, number of fires, EMS calls and total number of members in the Department This report shall also contain an overview of the total Department operations of the past year in regard to training programs, needs of the Department now and in the coming year. • At the direction of the City Administrator, the Fire Chief shall file with the Administrator and the Fire Advisory Board a detailed estimate of the appropriations needed for the conduct of the Department during the ensuing fiscal year. • In accordance with COMM 14 of the Wisconsin Administrative Code, the Chief shall be responsible for the conduct and documentation of fire safety inspections within the City and towns served. • Report all fires in which arson is suspected to the City Police, Sheriff's Department, and State Fire Marshall. • Serves as a liaison, representing the Fire Department in meetings and in collaboration with other City departments, outside agencies, local, state, and federal officials, as well as the media and the public. The Chief shall attend all official meetings of the Department whenever possible. • Leads community risk reduction initiatives, promoting fire safety awareness. • The Chief shall determine the needs of the Fire Department in evaluating the use of current equipment, assessing and researching the need of additional equipment that would be necessary to protect residences and businesses of area served. • Acts as the City’s Emergency Management Director, overseeing emergency preparedness and response. • Attends conferences and trainings to stay informed about current trends in the field. • Perform such other duties as are incumbent upon him or her as the commanding officer of the Fire Department and as may be directed from time to time by the Mayor, City Administrator, and City Council.

MINIMUM POSITION QUALIFICATIONS Required Education & Experience • Bachelor’s Degree in Fire Science, Public Administration, Management, or related field. • Ten (10) years of experience as a full-time firefighter. • Five (5) years of progressively responsible experience within a fire department comparable in size to the City of Elkhorn or larger, of which were at a command or supervisory level, or any equivalent combination of training or experience. • Demonstrated experience as an innovative, collaborative, and effective leader in Fire/EMS operations with a focus on staff management. Candidates who do not meet the exact education and experience criteria may be considered if they possess any combination of education, training, and experience that provides the required knowledge, skills, and abilities.
Anticipated Starting Salary:
The 2026 Salary range is $96,241.60 to $129,542.40 with
a hiring range to the midpoint of $112,777.60. Salary will commensurate with experience.

Qualifications & Requirements

Leadership Experience: Minimum of fifteen years of progressively responsible experience in a career fire and emergency medical services organization, including at least five years of command-level leadership experience at the rank of Battalion Chief, Division Chief, Deputy Chief, Assistant Chief, Fire Chief, or an equivalent executive leadership position.
Certifications & Credentials
Illinois OSFM Advanced Fire Officer certification (or equivalent credential), or the ability to obtain certification within twelve (12) months of appointment. Highly desirable credentials include:

- Comparable executive-level fire service certifications
EMS and NIMS Requirements
Because the Evanston Fire Department operates as an integrated fire and emergency medical services organization, candidates must possess current paramedic certification or be eligible to obtain Illinois paramedic licensure within six months of appointment. Completion of NIMS/ICS 300 and ICS 400 training, or the ability to obtain within six months of appointment, is also required.

Overview
The EMS and Fire Service Instructional Coordinator is responsible for coordinating training, testing and certification activities supporting the state-authorized Emergency Medical Services (EMS), Paramedic, and Fire Service programs offered at the Public Safety & Transportation Complex (PSTC) on the Beloit-Janesville Campus and at outreach locations in Rock and Green Counties. The Coordinator provides program leadership, planning and instruction within the EMS, Paramedic and Fire credit and non-credit courses and programs. The Coordinator is responsible for management of department enrollments, budgets, facilities and equipment. The Coordinator develops and fosters state and local agency relationships and collaborates with the other division administrators, faculty and staff to achieve College goals.

Responsibilities
Coordinate and instruct in EMS, Paramedic and Fire programs.
- Monitor and evaluate programs to ensure the efficient operations and delivery of all EMS Training Center and Fire Service training to meet quality and compliance requirements as a WTCS/DHS training partner.
- Monitor relevance and currency of curriculum.
- Instruct students in classroom, laboratory and hands-on field activities for EMS, Paramedic and Fire program courses.
- Develop new courses and assist in curriculum development in cooperation with program faculty.
- Coordinate credit and non-credit course schedules for the EMS and Fire Service programs; ensure courses are staffed with qualified instructors.
- Coordinate and schedule Fire and EMS certification exams.
- Ensure compliance with regulations and accreditation standards to operate as a Wisconsin-approved EMS Training Center.
- Develop and coordinate program advisory committees.
- Develop and maintain relationships with local fire and EMS departments, schools and business/industry.
- Develop and administer contract training in collaboration with the Workforce and Community Development Division.
- Participate in marketing and recruitment activities as appropriate to maximize student enrollment in EMS, Paramedic and Fire Service courses.
- Maintain program records in compliance with school and state regulations.
- Oversee care and maintenance of EMS and Fire Service equipment.
- Facilitate program/course articulation with secondary institutions.
- Identify and resolve problems related to staffing, registration, records maintenance or other related matters as they arise.
- Collaborate with other departments to collect and maintain data to assist in identifying and securing external funds to help fund program delivery.
- Promote flexible programming through the use of alternative delivery systems.
Supervision of EMS and Fire Service program instructors.
- Supervise full-time EMS, Paramedic and Fire program instructors in accordance with College policies and applicable laws.
- Supervise all part-time instructional and support staff for credit and non-credit courses, including recruitment, hiring, scheduling, approval of time and leave reporting, staff training and development, assigning and directing work, performance management, addressing complaints and resolving problems.
Develop and administer program budgets.
- Identify needs, prepare budget proposals and obtain approval.
- Manage and coordinate purchasing of program materials, supplies, and capital equipment.
- Monitor expenditures and ensure compliance to approved budgets.
- Reconcile and balance accounts.
Assist in program-related student issues.
- Oversee related student activities.
- Advise and assist students with concerns and problem resolution.
- Facilitate scheduling, registration and ensure recognition of advance standing credit or other forms of credit for prior learning for individual students.
Work with other departments/divisions/institutions to ensure a cooperative effort in the achievement of College goals.

Qualifications

- American Heart Association BLS/ACLS/PALS Instructor Certification.
Desired Qualifications:

Position Profile: Fire Chief - City of Rice Lake, Wisconsin
Brief: The City is tasking its Police & Fire Commission (PFC) with finding a highly qualified candidate to fill the vacancy in the position of Fire Chief. The current Chief will be retiring in mid-December 2026, giving the new appointee the opportunity to work with the outgoing Chief during a transition period. Salary range is $110,000 - $120,000. Interviews are tentatively scheduled for August 28, 2026.
The Community: The City of Rice Lake is a community with a population of just over 9,000 and functions as a service center for many thousands more. Located one hour north of Eau Claire, Wisconsin (population 72,500), and less than two hours south of the Twin Ports of Superior, Wisconsin, and Duluth, Minnesota (combined population 115,000), the community provides a diversified range of medical, retail, manufacturing, and educational services typically found in communities of much larger populations.
The City: The City has a Mayor/Council form of government that appoints a City Administrator to oversee the day-to-day operations of streets, parks, the airport, police, fire, community development, solid waste, and other municipal services. Water, sewer, and electric utilities are governed by a nearly autonomous Utilities Commission whose members are elected by the Council.
The Department: The Fire Department is an all-hazards organization providing fire suppression, prevention, code enforcement, and fire investigation services, along with mutual aid ambulance services, interfacility transfers, hazardous materials response, and technical rescue. It is a combination department staffed by 14 full-time firefighters (15 including the Fire Chief), one Administrative Assistant, and up to 24 paid-on-call firefighters. The Department follows the guidance of NFPA 1720.
In addition to serving the City, the Department provides the same services to the Town of Rice Lake and the Town of Oak Grove. The total fire protection area encompasses approximately 75 square miles and serves a population of about 13,000.
The Department's annual operating budget is approximately $2.5 million. Capital needs are addressed through a separate multi-year Capital Improvements Plan (CIP).
City leadership is committed to supporting public safety and has prioritized construction of a new public safety building, allocating resources in the upcoming budget to accomplish this goal.
